Today (5 August), the Global Solidarity Levies Task Force officially announces a new partner: the Under2 Coalition.
The Under2 Coalition is the world’s largest network of states and regions committed to achieving net zero emissions by 2050. It brings together 183 individual states, provinces, and regions, along with several other national and subnational partners—representing over 270 actors and more than 50% of global GDP. Its secretariat is run by Climate Group.
The Under2 Coalition joins our list of existing partner organizations, which includes: IMF, World Bank, UN, UNCTAD, OECD, G20, G24, European Commission, African Union, Unitaid, Coalition of Finance Ministers, and others. Prior to the Under2 Coalition, Unitaid was the most recent partner to join earlier this year.

Support at FFD4 – statement
On 29 June 2025, before the 4th International Conference on Financing for Development in Seville, select members of the Under2 Coalition called for global solidarity levies on high-emitting sectors to unlock greater access to climate finance for developing economies. The statement was co-signed by 32 governments*, including 20 state and regional members of the Under2 Coalition, as well as all 12 Moroccan regions.
The statement emphasized the critical role subnational governments play in delivering climate solutions with global impact.
To help close this gap, the Global Solidarity Levies Task Force will work closely with the Under2 Coalition to explore how solidarity levies can be implemented at the subnational level to help fund climate and development locally.
