The Global Solidarity Levies Task Force has the mandate to explore internationally coordinated levies to increase climate and development finance. As part of this work, the GSLTF Secretariat ran a public consultation on a set of 10 draft principles on the use of the revenues from solidarity levies from July 1 to August 15 2025. The principles were designed to inform deliberations among governments regarding the use of the revenues from the first coalition of the willing which emanated from the GSLTF, the Premium Flyers Solidarity Coalition.
This report synthesizes the consultation responses received from 13 organizations and the local government of Yucatan, Mexico, on the draft principles on the use of revenues. The findings summarize the main perspectives for each question and indicate where the majority of respondents were in favour, opposed, or where views were split.

The Global Solidarity Levies Task Force seeks to champion progress on internationally coordinated levies for sustainable development and climate action, with a view to mobilize significant additional resources for the benefit of people and the planet.
To facilitate a deeper and common understanding of these terms, with a view to maturing dialogue by COP30, the GSLTF Secretariat launched a Call for Proposals on potential mechanisms that can manage financial flows of revenues from solidarity levies to low income and vulnerable countries for climate and development purposes in a manner that is efficient, equitable, and accountable.
The Call for Proposals received interest from a range of stakeholders, including some that appear ready to quickly implement operational solutions, thus demonstrating the rapid impact of solidarity levies and that it is possible to make coordinated progress as a “coalition of the willing”.
Out of the 15 submissions received, 11 were made with permission to publish on the GSLTF website.
