We are proud to announce that Djibouti has joined the coalition on premium flyers.

Speaking at the Africa Climate Summit in Addis Ababa, Ethiopia, Mr Dini Abdallah Omar, Secretary General of the Ministry of Environment and Sustainable Development of Djibouti, made the announcement that Djibouti will join the coalition while encouraging major economies to match Africa’s leadership.

“We are proud to announce today that Djibouti is joining the coalition on premium flyers” he said.

“We welcome the growing consensus around progressive, solidarity-based levies on high-emitting and under-taxed activities to help close the climate-finance gap—without adding to debt burdens.”

“Djibouti speaks as a small, climate-vulnerable, maritime nation at the mouth of the Red Sea—where global trade and African development intersect. For us, climate resilience is inseparable from port competitiveness, food and water security, and regional stability” he continued.

As a member of the Global Solidarity Levies Task Force, Djibouti will support moving the agenda on solidarity levies from concept to instruments. Djibouti recognises the case for addressing luxury emissions, including premium aviation and private jets, in a way that protects ordinary travelers while mobilizing meaningful resources.

Djibouti joins France, Kenya, Spain, Somalia, Benin, Sierra Leone and Antigua & Barbuda as a member of the coalition, following the coalition’s launch in June at FFD4.

The coalition is supported by the European Commission and the Global Solidarity Levies Task Force as part of the Pact for Prosperity, People and the Planet (4P). The coalition is working towards COP30 for a better contribution of the aviation sector to fair transitions and resilience, with a special focus on premium flyers.
