Le groupe de travail sur les contributions de solidarit\u00e9 mondiale a aujourd'hui a publi\u00e9 une nouvelle \u00e9tude<\/a>, command\u00e9e au professeur Gunther Capelle-Blancard (Universit\u00e9 de Paris 1 Panth\u00e9on-Sorbonne<\/em>), sur une \"taxe verte sur les transactions financi\u00e8res\".<\/p>\n

Le rapport vise \u00e0 \u00e9valuer si et comment la taxe sur les transactions financi\u00e8res (TTF) pourrait \u00eatre \"\u00e9cologis\u00e9e\", c'est-\u00e0-dire adapt\u00e9e ou utilis\u00e9e pour soutenir les objectifs environnementaux et le financement de la transition vers une \u00e9conomie plus durable. Bien que traditionnellement con\u00e7ue comme un outil r\u00e9glementaire, la TTF rec\u00e8le \u00e9galement un potentiel inexploit\u00e9 en tant qu'instrument de financement de la lutte contre le changement climatique et d'alignement environnemental plus large.<\/p>\n

Ce document pr\u00e9sente cinq arguments compl\u00e9mentaires en faveur d'une TTF verte :<\/p>\n

(1) sa capacit\u00e9 \u00e0 mobiliser un financement international stable pour les biens publics mondiaux ;
\n(2) sa pertinence symbolique \u00e0 la lumi\u00e8re de la contribution du secteur financier aux perturbations sociales et environnementales ;
\n(3) sa capacit\u00e9 \u00e0 allonger l\u00e9g\u00e8rement les horizons d'investissement et \u00e0 contrer le court-termisme excessif ;
\n(4) son potentiel \u00e0 renforcer la confiance du public dans la finance en faisant correspondre la rh\u00e9torique sur la finance durable avec les contributions ; et
\n(5) son utilisation potentielle en tant qu'outil diff\u00e9renci\u00e9 pour r\u00e9compenser les \u00e9metteurs respectueux de l'environnement.<\/p>\n

Le rapport comprend \u00e9galement une premi\u00e8re \u00e9valuation quantitative des recettes potentielles d'une TTF verte \u00e0 plusieurs niveaux, illustrant la mani\u00e8re dont un tel m\u00e9canisme pourrait rendre op\u00e9rationnel le principe des responsabilit\u00e9s communes mais diff\u00e9renci\u00e9es et des capacit\u00e9s respectives en mati\u00e8re de financement climatique.<\/p>\n

Tout en reconnaissant les limites pratiques (en termes de gouvernance, de fiabilit\u00e9 des donn\u00e9es et de risque de complexit\u00e9), le document conclut qu'une TTF verte bien calibr\u00e9e pourrait \u00eatre un levier simple mais efficace pour aligner les march\u00e9s financiers sur la transition \u00e9cologique.<\/p>\n
